I contribute to the European NTP Pool project, and if it's of any use you can find my stratum 2 NTP server at hubble.aphos.net.

If you have a small (~50kb/s) amount of bandwidth and a static IP, I would strongly encourage you to also consider contributing as that what makes the pool so robust for all of it's subscribers and devices.
